Upstate Commercial Casinos (4 Properties)
New York's four upstate commercial casinos were licensed following a 2013 constitutional amendment. All four would be eligible for online casino licenses under most proposed legislative frameworks.
Rivers Casino & Resort — Schenectady
Operated by Rush Street Gaming, the same company behind Rivers casinos in Pennsylvania, Illinois, and Michigan. This is the strongest online candidate among the upstate properties because Rush Street Interactive already operates BetRivers online casino in multiple states. Their existing technology platform, Evolution Gaming relationships, and multi-state online experience make Rivers Schenectady a near-certain online entrant.
del Lago Resort & Casino — Tyre (Seneca County)
Located in the Finger Lakes region. del Lago was acquired by Churchill Downs Inc., which operates the online casino brand Exact Sports and the TwinSpires platform. Churchill Downs has been expanding its online gaming portfolio, positioning del Lago as a potential online license anchor.
Resorts World Catskills — Monticello
Another Genting Group property. If Resorts World NYC launches online casino, Resorts World Catskills could operate under the same online platform, giving Genting two land-based anchors for their New York online operation. The Catskills property opened in 2018 with a full casino floor including live table games.
Tioga Downs Casino Resort — Nichols
The smallest of the four upstate commercial casinos. Owned by American Racing and Entertainment. Less likely to launch a standalone online casino operation, but could partner with a larger operator or platform provider to offer online gaming under their license.
Tribal Casinos
New York's tribal casinos operate under federal compacts and are not directly subject to state online gaming legislation. However, in other states (Michigan, Connecticut), tribal operators have participated in online casino through separate agreements. The key tribal operators in New York:
Turning Stone Resort Casino — Verona (Oneida Nation)
The largest and most prominent tribal casino in New York. Turning Stone offers a full casino floor with live table games, poker room, and a luxury resort. The Oneida Nation also operates Yellow Brick Road Casino and Point Place Casino. Given their scale and existing gaming infrastructure, the Oneida Nation would be a significant player in any online casino framework that includes tribal participation.
Seneca Nation Casinos
The Seneca Nation operates three properties: Seneca Niagara Resort & Casino (Niagara Falls), Seneca Allegany Resort & Casino (Salamanca), and Seneca Buffalo Creek Casino (Buffalo). The Seneca properties collectively represent one of the largest tribal gaming operations in the northeastern United States. Online participation would depend on federal compact negotiations.
Akwesasne Mohawk Casino Resort — Hogansburg
Operated by the St. Regis Mohawk Tribe near the Canadian border. A full-service casino with table games and slots. Smaller footprint than Turning Stone or the Seneca properties, but could participate in online gaming through a partnership model.
Racinos: The Wildcard
New York's racinos (horse racing tracks with electronic gaming) currently offer video lottery terminals (VLTs) but not live table games. Properties like Jake's 58 Hotel & Casino on Long Island and Empire City Casino in Yonkers (now being absorbed into the MGM/Resorts World expansion) could potentially receive online gaming authorization depending on how legislation is structured.
